Acronyms / Definitions
- Initiating Jurisdiction (IJ)
- The state, tribal or county court, or administrative agency that sends a request for action to another court or agency that can exercise legal authority against a party to an action. In cases where a state is trying to establish an initial child support order on behalf of a resident custodial parent and does not have Long-Arm Jurisdiction (cannot legally claim personal jurisdiction over a person who is not a resident), it must file a Two-State Action under the Uniform Interstate Family Support Act (UIFSA) guidelines. (Tribes are not subject to UIFSA.)(See also: Long Arm Jurisdiction; Two-State)
- Responding Jurisdiction (RJ)
- The court or administrative agency with authority over a noncustodial parent or child support order on which an initiating jurisdiction has requested action
- Jurisdiction
- The legal authority that a court or administrative agency has over particular persons, over certain types of cases, and usually in a defined location. Also indicates a geographic location, such as a state or tribe with a tribunal that exercises such authority.
Note: Within the regional offices, the unofficial term "Other Jurisdiction" (OJ) can be used instead of "Jurisdiction," but it's recommended to use the official terms listed in the PORT or above.
Questions/Answers
Q1. Status on Enforcement Cases
- Does the Central Registry Team staff give the Initiating Jurisdiction (IJ) status on enforcement cases?
- No, the Central Registry Team does not provide status on enforcement cases; those questions would be directed back to Operations. The Central Registry Team only gives status on the ROFO section.
Q2. New Case Acknowledgment to the IJ
- Does the Central Registry Team send an acknowledgment to the IJ when the Central Registry Team opens a new case? If so, how is this done?
- Yes, the Central Registry Team sends an acknowledgment to the IJs’. This is done by linking the new case on the CSIL screen. Once the new case is linked, the Central Registry Team case manager will send the acknowledgment via CSENet. If the CSIL screen is unable to link a new case, the Central Registry Team case manager will generate from Eloquence a Transmittal #1 (T1) Acknowledgment. The T1 Acknowledgment can be sent via the Electronic Document Exchange (EDE), fax, or email.
Q3. C0026 CAAL Notes
- What does the activity code C0026 signify on the CAAL screen?
- In Enforcement cases where an IJ fails to respond to a necessary request made by the Central Registry Team while a closure code 910 IJ Not Responding is in place, using the C0026 Central Registry Team - NO CLOSURE /PAYMENTS ARE POSTING activity code on the CAAL screen is necessary to indicate that the 910 closure code was removed due to the IJ failing to respond timely to a necessary request, but the case is actively receiving payments, making the Region’s Operations aware that the case should be reviewed for appropriate closure. It's important to provide detailed notes explaining why this specific activity code is being used.
Note: Used when, closure should be started due to no response from the OJ, but payments are coming in.
Q4. C0027 CAAL Notes
- What does the activity code C0027 signify on the CAAL notes?
- On the CAAL screen, the activity code C0027 Central Registry Team - CASE REVIEW/ NO FURTHER ACTION BY CR is used when there is no response from the IJ to a request made by the Central Registry Team, and the case is in the enforcement function, and the closure code 910 IJ Not Responding is in place and not removed, the case is not receiving current payments. The Region’s Enforcement Unit in Operations takes over the case and ensures timely closure if the necessary requested documents are not provided by the IJ. The activity code C0027 can also be used by the Region’s Enforcement Unit in Operations while actively working the ROFO. When used together with C0026, the case remains open, and the Enforcement Unit handles the ROFO.
Note: When used in conjunction with C0026, the case remains open, and enforcement handles the ROFO. When used alone, the 910 remains, and enforcement closes the case as scheduled. Also, used when enforcement has demonstrated they are actively working the ROFO: requesting documents sent to them directly, requesting corrections to the ROFO documents, etc.
Q5. Postal Upon Intake
- Does the Central Registry Team send a postal via mail upon intake?
- If the Noncustodial parent's location is not provided or deemed questionable, the Central Registry Team will send a postal via mail. In instances where the source of the location information is not obtained from a single source, the Central Registry Team may send a postal as a second source.
Q6. Work Codes
- Does the Central Registry Team work any user or case worklist codes?
- No. The Central Registry Team is limited to exclusively handling their FREE worklist item code.
- Does the Central Registry Team staff know how to work any user or case worklist codes?
- The Central Registry Team does not handle or receive any user or case worklist codes. The primary responsibility of the Central Registry Team is to manage the opening of intergovernmental or interstate cases and process any relevant ROFO requests.
Q7. FAI to FAO Open Cases
- Does the Central Registry Team staff address open cases when an IJ request a case to change the program code on CAST from FAI to FAO (local to responding)?
- If a request is received from an IJ asking to open a case that is currently open and the CAST screen reflects the FAI program code, the case shall be kept open. Operations in the Region shall be responsible for submitting a Program Code change request. The Central Registry Team cannot address cases where the IJ is requesting such action. However, if a T1 is received, the Central Registry Team will enter a CAAL note containing the IJ’s request details. The T1 and any supporting documents will be image to the case, and the Central Registry Team will update INCM.
Q8. Codes for Operations Enforcement Officers
- Does the Central Registry Team staff enter codes for the Operations Enforcement Officers?
- Central Registry Team adds an F code at intake for debts to be set up. A “D” code is system generated when a document is imaged to the case.
Q9. Entering an “F” Code
- Does the Central Registry Team enter an “F” Code if the Central Registry Team did not receive all orders or if no orders are received?
- Central Registry Team will not add the F-Code if NO orders are received. Central Registry Team will not know how many orders exist for the case.
Q10. Enforcement Actions on Cases
- Are the Central Registry Team staff aware of enforcement actions taken on cases in order to respond to an IJ?
- No, unless it is a CAAL. Central Registry Team does not advise IJ on what enforcement does with the case. CAAL notes, INTD and LETL will specify what is needed from IJ to proceed with registration.
Q11. T1 Requesting Changes
- The Central Registry Team receives emails from Operations asking why the Central Registry Team is requesting changes on the T1?
- In order to proceed with a ROFO, the AGO may ask for changes to be made to a T1. These changes may differ, but they are important to guarantee the approval of the ROFO by the AGO, which is necessary for the case to progress.
