  1. POLICY STATEMENT
  1. This policy provides staff and members of the public with a working knowledge of how cases are selected by the Division of Child Support Services (DCSS) for administrative asset seizure. The Federal government requires states to enter into agreements with financial institutions doing business within their state to conduct a quarterly data match. The data match identifies financial assets belonging to parents who are delinquent in their child support obligations. The DCSS may issue liens or levies on the SP’s assets when a match is identified.

  3. This data match process is automated through AZCARES and is known as Financial Institution Data Match (FIDM). The process for larger financial institutions that operate in two or more states is known as Multi State Financial Institution Data Match (MSFIDM). The automated AZCARES process is the same for FIDM or MSFIDM.

  5. The DCSS levies the assets of the Support Payor (SP) when the case meets the criteria, and a financial match is identified. The DCSS only levies in-state assets. For out of state assets, the DCSS must initiate FIDM or MSFIDM limited service requests to the IV-D agency in the state where the account is located.

    1. DEFINITIONS

    1. CRITERIA
    2. The case is an open IV-D case.
    3. There is a valid child support order in effect.
    4. There must be more than $250.00 in the SP’s account.
    5. The SP’s account is not a welfare benefit or Electronic Benefits Transfer (EBT) account.
    6. Nonpayment occurred within the last 30 days and, for checking accounts only, the SP is not a consistent payor.
    7. The SP does not have a financial hardship and is not receiving Social Security Income (SSI) or Social Security Disability Insurance (SSDI).

    2. This policy is supported by standardized work that identifies how action related to this policy will be conducted, including responsibilities, time frames, and required actions.
