The OCSE-157 Report

- OVERVIEW
- The purpose of this policy is to provide staff and members of the public a working knowledge of the importance of entering data accurately into ATLAS and the subsequent effect on the OCSE-157 Report (OCSE-157). The OCSE-157 Report is submitted on an annual basis by all states to the Office of Child Support Services (OCSS) regarding statistical and financial information of the IV-D caseload managed during the past fiscal year.The OCSS audits the data for completeness and reliability. This information is then compiled and used by the OCSS to calculate individual state’s incentive, penalty, and program performance measures. Failing one performance measure does not affect the others; however, penalties for failing could result in a loss of Temporary Assistance for Needy Families (TANF) funds.
- APPLICABILITY
- This policy applies to all Arizona IV-D program staff performing Title IV-D services.
- POLICY
- The Division of Child Support Services (DCSS) staff must ensure that data entered into ATLAS is complete and accurate to meet or exceed the federal requirements for the OCSS-157 Report.
- CRITERIA
- Provide data on only IV-D cases for the OCSE-157 Report.
- The DCSS must meet or exceed the federal minimum data reliability efficiency and competency standard of 95 percent overall to obtain incentives and avoid penalties. To meet management objectives, the DCSS goal is to improve to and maintain a data reliability standard of 98% accuracy.
- The DCSS must meet or exceed the federal standards for each of the following five graduated performance measures. Each performance measure is judged individually based on a graduated percentage, to avoid penalties and obtain incentives from the OCSS, including partial percentage penalties and incentives.
- Paternity Establishment Percentage (PEP).
- Cases with Support Orders.
- Collections on Current Support.
- Collections on Arrears.
- Cost Effectiveness.
- The DCSS staff must ensure data entered in screens associated with the five graduated performance measures listed above is accurate and complete for data reliability in the OCSE-157 Report.
If all criteria are not met, the DCSS risks failing a federal audit and incurring penalties.
